Carrasco, who scored 8 goals in 48 appearances for Monaco last season, put pen to paper on a deal tying him to the Vicente Calderon until the summer of 2019 after passing a medical on Thursday.
The former Genk youth player becomes Atletico's third signing of the summer after the arrivals of strikers Luciano Vietto and Jackson Martinez and the club's sporting director Jose Luis Perez Caminero believes they have acquired one of the brightest young prospects in European football.
He said: "We are very satisfied with the agreement reached with Monaco, because Carrasco is a player with huge prospects and with an incredible future.
"He is a player with great speed, excellent at driving the ball and with a great shot.
"He will contribute perfectly to our goal of increasing the level of our team and the competitiveness of the group.
